This is the playbook 1) overspend and wastefully use tax payer dollars 2) declare an emergency that will cause you to raise taxes 3) design a tax that only hits “the wealthy” — in this case larger businesses 4) signal your virtue by emphasizing how you are helping the little guy — in this case businesses under $2million of rev 5) brag about how this will help the little guy grow 6) watch the little guy realize that if they grow over the $2 million mark they get hit with the new tax 7) then watch as large business relocate out of the city 8) finally watch as small businesses, who relied on customers that worked for the large businesses , start to fold and go out of business 9) act shocked when half of the city businesses go out of business and buildings sit empty 10) act more shocked when crime and homelessness skyrocket in hollowed out retail areas 11) declare the next emergency that will only be fixed by raising taxes on the small remaining businesses… 12) rinse and repeat
